Leave Travel Concession (LTC) rules and applicability

Recently you might have noticed that few PSU employees misused the Leave Travel Concession (LTC) component of their salary by claiming in a wrong way. So let us first understand what is Leave Travel Concession (LTC) and how to get the claims.

Leave Travel Concession (LTC) is nothing but a type of salary component where your employer is providing some yearly benefit to travel with your family. Usually it is mentioned as yearly component but will be paid on monthly wise. This facility will be availed to only “Family” members. Family meaning for this purpose includes spouse and children. The point to be noted that if you have more than two children then you can claim for up to only two children, not more than that. It also includes brothers, sisters and parents who are wholly or mainly dependent upon the employee. Below are the few features which you must understand it.

Taxability-

Suppose Mr.X is entitled for the yearly LTC of Rs.50,000 and he joined the company on 1st June 2012 (Financial Year 2012-13) and he took journey in the month of December 2012. But according to LTC yearly applicability, this journey will be considered for the year 2012 but not for 2013. Because LTC will be considered on yearly base starting from 1st January of a year to 31st Decemeber of a year ending. It is not same like Financial Year (1st April to 31st March). Usually LTC can be availed twice in a block of a four calendar years. Current block of years will be as below.

2002-2005 (From 1st January 2002 to 31st December 2005)

2006-2009 (From 1st January 2006 to 31st December 2009)

2010-2013 (From 1st January 2010 to 31st December 2013)

2014-2017 (From 1st January 2014 to 31st December 2017).

As said above you can claim only twice in a block of 4 years period. If you claimed twice in a block then the remaining concession will be taxable income as per your slab. But if not at all claimed on a block or claimed only once then you can carry forward the remaining facility to immediate next block. In such a case excluding the previous carry forward you are again entitled to travel twice in a block of that presiding year. Suppose Mr.X claimed only once in the block of 2010-13 then he can carry forward the remaining one travel to immediate next block i.e. 2014-017. So in the block of 2014-17 he will be totally entitled for 3 travels.

Conditions to allow LTC–

1) If journey is performed by Air-Amount of economy class air fare of the national carried by the shortest route or the amount spent, whichever is less.

This is where PSU’s few employees manipulated. Instead of claiming for shortest route they claimed as per their wish. Which costed Government exchequer a lot.

2) If journey is performed by Rail-Amount of air-conditioned first class rail fare by the shortest route or amount spent, whichever is less.

3) If origin of journey and destination are connected by rail but journey is performed by any other mode of transport-Amount of air-conditioned first class rail fare by the shortest route or amount spent, whichever is less.

4) If origin of journey and destination are not connected by rail-

  • Where recognized public transport system exists-First class or deluxe class fare by the shortest route or the amount spent, whichever is less.
  • Where no recognized public transport system exists-A amount of air-conditioned first class rail fare by the shortest route or amount spent, whichever is less.

5) Exemption will be based on the actual expenses-Suppose Mr.X is entitled for Rs.50,000 LTC but if he claimed Rs.40,000 as expenses then he will be entitled for Rs.40,000 LTC. Also at the same time if he claimed LTC for Rs.60,000 then he will be entitled only for Rs.50,000.

6) Exemption is available on in respect of fare-It strictly includes only air fare, rail fare or bus fare. It will not include an such expenses like boarding or lodging expenses or taxi charges.

7) Fare for more than 2 children-If kids are born before 1st October 1998 then they are all eligible for travel irrespective of number. But kids who born after 1st October 1998 then only two kids will be allowed to travel. So if Mr.X has 3 kids born before 1st October 1998 and 3 kids after 1st October 1998 then he can claim expenses for all kids born before 1st October 1998 but only for two kids who born after 1st October 1998.

8) If you travel two times in a single year then you can claim both in the same year.

9) You must be on earned/annual leave during the period of travel. So your travel during holidays will not be considered as LTC.

10) If husband and wife both are working and entitled for LTA then both can’t claim for the same trave.

Proof of travel-It is not obligatory part to submit proof !!! Yes recent judgements on this issue clearly mentioned that it is employer’s wish to ask for proof and verify it. But your employer have right to ask for the proof. Remember when your employer file LTC to income tax department then the assessing officer can ask the proof not to the employer but to the employee !!!

Hence it is always advisable to have proper proof before going to submit LTC (whether your employer asking for it or not). Because at the end you are answerable to Income Tax Department but not your employer.

    Hello sir very informative article ,thank you .
    I have a query regarding admissibility of the ltc claim when employee has performed air journey but entitled to a 2 tier only but there will be 4 to 5 different fares for same 2 tier Ac in that case should we accept cheapest (least ) fare or highest one and also past date train fare enquiry is not available hence claim calculation days train fare can be considered but departed train fare is lowest so please confirm how settle the claim

    Thank you for writing such a great article. One query i have is that i am working in public sector bank and my wife is working in kendriya vidyalaya which is under central government. Now can we both avail ltc from our organisation for separate journey on different occasion meaning on one occasion can i avail for both me and my wife and on another occasion my wife can claim for both herself and me or is only one person is eligible to claim it for life time

    Sir, My home town is 25 Km away from the Regional Office of a PSU and i am working in Regional Office. However, regional office and my hometown are situated in two separate Districts. Now, I have few questions on it.

    1. Can i avail Home town LTC to NER, J&K or Andaman & Carnicobar Island (in lieu of Home town LTC) in each year for the first three years.

    2. Can I avail LTC to any place in India on the fourth year?

    Me and my wife are working in same PSU.
    As per rule only one can Avail LFA/LTC.
    But what about deduction made by employer that is being made monthly from cafeteria part.
    Will it be deducted from both salary or the person who declares for availing LTC.

    My husband is a central government employee.He availed for LTC in March 2020 to Andaman islands and we are leaving for Andaman on 26th March from CHENNAI airport.But due to fear Covid19 we are planning of dropping.We got some information that there is a chance of postponing the trip and utilising the same with in 6months of time.Is there any possibility for this postponement.Kindly guide us.

    Sir,
    I’m employee in CAPF, in our case we are relieved from duty in afternoon, i.e. day before actually leave starts. eg if I’ve applied for leave from 12th of Feb., My office order is given to me on 11th of Feb and I’m relieved from duties in the afternoon of 11th of Feb itself. Can I claim LTC in such a situation or I’ve to wait till 12th Feb for proceeding on leave inorder to claim LTC.

      I have availed all India LTC from Delhi to Mumbai.
      I have gone by Rajdhani to Mumbai and paid Rs.3080 per ticket. Distance in ticket 1384 KM
      Returned by other Rajadhani from Mumbai to Delhi and paid 3345 per ticket Distance on ticket 1496 Km
      Deptt is saying that I am entitled for Rs.3080 only for return journey . I have not taken any extra journey.

    Sir,
    On the sad demise of my mother on a Sunday, I rushed to my home town by air. I informed through mail to my controlling office about it seeking permission to leave the headquarter with the request that leave application shall be submitted after joining the duty.
    With my joining I submitted my EL mentioning therein to avail home town LTC and that the home town LTC claim shall follow separately. My leave was sanctioned accordingly.
    My family members travelled few days after my journey to home town. We returned together.
    Is my home town LTC claim is admissible or not. Pl guide.

    Dear Sir,

    i had applied for to my employer (PSU) for a ltc trip to shri kedarnath, uttarakhand. My application is approved, but they have declined to approve the inclusion of my dependent parents for the purpose of LTC claim. When i checked online, the tax rules clearly state that LTC is applicable for entire family (including dependent parents). Can i make the claim directly in my ITR and get a refund from the income tax department for my entire family (including self, spouse, kid and dependent parents)?

    I have already availed LTC in block year 2010-13 , details are as under;-
    1. availed HTC ( home town) in June 2013 and again LTC in December 2013 ( any where to india) with the approval of HOD.
    Sir, a audit party made a para for recovery of LTC availed in December 2013, with interest and also recovered 10 days leave encasement.
    sir, audit party has not make para in 2014, all clear
    next year in 2015 they made para.

    please clear me is this right?
    the office has deducted about 1lakh 20 thousand from my salary.
    secondly if , they found the both is wrong , whey not they recoved the lowest amount which is 25000/ expend in HTC in june 2013.
    please give me reply .

    Wish to enquire about the 5 day Samudram package, while claiming LTC to Lakshadeep. I have booked a tour in the said package. The ticket cost is divided into transportation cost and Tour charges. I wish to clarify that Will my charges under transportation shall be reimbursed under LTC rules? Is there any supporting document? As per SPORTS, the society who organises this package tour, the transportation charges shall be reimbursable.

My family wants to visit my duty station i.e A & N, Port Blair as per NE concession one hometown LTC for me, my family is entitled to visit NER/A&N and the journey may be completed within six months rule, is it compulsory to travel in Air India to visit the sector as per OM No.31011/3/2014-Estt.(A-IV )
    dated 19 Sep 2016 Para 2 (V) (a) and (b) or this letter is for block year/four year LTC please help……

    When Rly. employees are getting 3sets of privilege pass and 4sets of PTOs in a calendar year, then why he will opt for LTC which is available only upto two in a block year (four calendar years)?       Sir, I am Central Servant under Ministry of Skill Development & Entrepreneurship, Govt. of India. I had availed LTC on this January 2017 to Andaman Nicobar on the basis of formal permission by the competent authority and received the 90% amount from our authorised PAO. But when I am claiming the remaining 10% the PAO refused my claim and asked me to return all the LTC amount with panel interest as the ticket was booked through Private agent(Yatra.com). At the same time, the Fare for the booked ticket is same of Air India fare. So I had again try to claim that particular amount by mentioning the Reference letter by DOPT and Ministry of Defence regarding the Proposal For one time relaxation in respect of LTC 80 reimbursement claims, if the ticket booked through private agents in any circumstances. But Now also they refuse my claim and asked me to pay the amount with panel interest. So please give me the suggestion regarding my case and save me from huge financial loss.. Thanking You.

              Sir,

              In my case, I applied for Hometown LTC and the Administrative officer wrongly reimbursed only “BASE FARE” citing that I am eligible for 2AC and have traveled by air. She reduced my claim by Rs1200 and settled it. Now I showed her the relevant circulars and she says “I am sorry, I didnt know. Thank you for because of you others will get proper fare”. But for me she’s not revising the Bill with a supplementary bill. Can u help me out? Is it under FR-II/SRII??

                  I am sorry, I assumed that you are the Expert for the Rules for Central/State Govt LTC Rules. Hence, I asked you towards the end if the same was covered under FR-II/SR-2. Apparently it is and the same is being revised

                  (For your future visitors). LTC claim is revise-able to the extent that the benefits being requested/demanded accrued to the employee on the date of journey, given they are not warranted under an order enhancing the benefits with retrospective effect.

For this purpose I want to take only 01 day EL on 20.10.2017 and suffix 21.10.2017 being saturday and 22.10.2017 being Sunday. Onward journey begins on 20.10.2017 morning and Return journey on Sunday morning. Please clarify can I avail LTC on 01 day Earned leave. Is there any DoPT ruling in this regard.

    Fresh recruit may at his option chose to avail ltc under normal ltc rules.
    An individual joins in 12-10-2008
    As per fresh recruit his first occasion 2009 and the eight 2016. And nil In 2017
    Individual didn’t availed any LTC so no option previously taken.
    Now in 2017 he apply for LTC giving the option para5 of above letter for regular running ltc cycle 2014-17 and block 2016-17 .
    Application is rejected as he completed eight year of service in 2016 and he cant exercised the option ,as expired.
    When a Fresh recruit has his choice either regular or fresh. He can chose the period but eight year has never been exercised .is eight year the time frame one should exercise or he has his option for regular .

    Husband and wife, both are in govt. service. LTC with leave encashment was claimed by Mrs. wife with in 2 months after completion of journey (no advance was taken). Mr. Husband claimed leave encashment after 10 months of completion journey. He didn’t intimate anything to the authority before going on journey (not even claimed leave/permission) suddenly after 10 months claiming leave encashment on compensatory leave and then submitted earned leave for the same after 11 months.
    Is he entitled to claim 10 day leave encashment (only) after 10 months, if no, under which rule/section should I refer it and how should I start and end this matter ?

        That’s what I think but he obtained a certificate for non availing/claiming LTC before journey (without intimating anything). Now He said I am only claiming leave encashment, LTC is claimed by my wife so acc. to the we both can claim leave encashment and I got a certificate of non claiming LTC. The biggest problem is there is no rule/section regarding time limit for claiming leave encashment. I want the rule regarding this so that I can prove it.

    Joining duties on 30 Oct Since 28&29 Oct being Sat Sun . Will LTC be considered or kind of leave should be modified?

            LTC FOR HOMETOWN AS VISITING HOME. As read details of availing LTC , its mentioned During Leave only: The concession can be availed during / Earned leave / casual leave / special casual
            leave / vacation leave / study leave / Maternity leave / paternity leave. LTC during Leave Preparatory to
            Retirement (LPR) is permissible if the journey is completed before retirement. (So, leave is mandatory
            for availing the LTC). LTC cannot be availed during Child Care Leave.
            So on such situations the case is genuine.
            RH being a kind of Gazetted holiday so 29Sep17 RH followed by General Holidays ie 30sep-02oct17 are Holidays and next working day which starts on 03oct17 can be the starting day of paternal leave continued to 15 days ie upto 17oct17, later EL will continue from18oct17-27oct17 .
            PATERNITY LEAVE also says it can be availed with any kind of leave except Casual leaver. In my case paternity leave is have prefix of RH and suffix of EL. But problem rise with the administration which is not clarifying with proper referral for not considering the case. Sir if u find any referral for not considering let me know.

    I joint Central Government office on Sept 2008 after that I have taken Hometown LTC in

    Dec 2010. After that I have taken All India LTC to Andaman & Nicobar in Oct 2012 and

    subsequently in Oct 2013, I took Hometown LTC conversion to J & K. Now after ALMOST 4

    years, our main accounts department has raised a query that I have availed 03 in LTCs in

    block year 2010-2013. Is that Correct?

    As I am a fresh recruit it is my option to choose whether to go through normal block

    years or new rule of fresh recruits according on one of the OM. So I should be considered

    under normal block years, such that i have taken Hometown LTC in Dec 2010 as Grace period

    for that block. And in Oct 2012 All India LTC and Oct 2013 Hometown LTC Conversion for

    2010-2013 block year. Please guide me sir what shud I do now?

I would like to know 1) whether they are eligible for visiting my workplace and return to hometown alone? 2) Can I avail the hometown visit as well as All India LTC in the same year (more specific in the same month)? 3) Can my parents (father’s EPF pension is less than 3500 INR) avail the LTC too from hometown to my workplace and returns?

    I am a Central Govt. employee (Central Ordnance Depot). I got the permission to travel US ( my daughter & family are in US) for 15 days only. I have applied for 15 days only with the hope that I will extend the leave upto 3 months after reaching US. Is possible to extend the leave further by giving any ground. If not otherwise what will be the effect on my service if I continue on leave for three to four months after the sanctioned period of 15 days. You reply and suggestions are requested.

    I have availed LTC from Raipur to trivandrum (shortest route is raipur – mumbai – trivandrum) by air india(I am eligible for air travel). On return journey, due to some personal problem I have travelled in the route trivandrum-mumbai-bhopal by air india and from bhopal to raipur by train. I have taken advance earlier. Whether my LTC claim will be restricted for shortest route for the return journey. Whether my LTC claim will be accepted? My employer is in confusion. Kindly help

    You have mentioned that “You must be on earned/annual leave during the period of travel. So your travel during holidays will not be considered as LTC”.

    As far as I understand, it is not mandatory. The number of leave & type of leave or holidays are not specified by the Income Tax Act. Can you please confirm?

    1)the time period for the submission of claim in case a) if advance is drawn and b) when advance is not drawn. If there is a time limit on submission of claims, how can one avail the exemption in individual capacity during filling the return at the end of year ?.

    2) how to account for amount corresponding to local travel in a hired taxi at the place of visit? does it needs to be though the govt authorised service providers? is it necessary in any case to furnish the documentary evidence in regard of travel by taxi ?

      Peeyush-1) In my view whether advance drawn or not does not matter but the travel during that financial year is the thing you have to fulfill.
      2) Documentary evidence for travel is MUST.

              hi abhishek its vikash here working in central government. if you have entitled your wife in your ltc, she can travel alone but she has to come back within six months from the date of start if you want to claim both sides to and fro. for any clarification go to DOPT site and see ltc rules.do not believe on what any says see the rules by your self

    I am central Govt employee working at Pune entitled for air travel. I am taking LTC and Air India Flight is from Mumbai to my final LTC destination. I understand that we have to travel from Pune to Mumbai by rail or by govt bus. But rail and bus are not convenient to reach Mumbai airport. However there are private taxis which pick up you from your home and drop at airport. Is it possible that I take a private taxi and dont claim any fare for Pune-Mumbai-Pune sector. Please advise

    I was onLLTC tour to Rajastan from 4 September 2016 and i traveled form Goa to Jaipur by Air and jaipur to Jodpur by by train. From Jodpur i traveled to Abu Road by Train and Abu road to Mount Abu By LUX Bus.I stayed Mount Abu one day and traveled to Udaipur by Lux Bus. From Udaipur i traveled to Goa by Air. But bus ticket from Abu road to Mount and Mount Abu to Udaipur i lost and submitted the bill with condo nation letter our controlling officer returned the LTC bill asking bills. All the bills are having PNR numbers and submitted in original,execept the bus ticket whichi lost.Kindly advice in the matter that how to get that bus fair

    Hi..I got approval for my LTC from office to travel to J&K. However, I booked my tickets using website which was not allowed (goibibo) unknowingly. When I cam e back and came to know about this, I asked my office that since i have booked from where i was not supposed to book…u dont pay me money and keep my LTC as unused so that i can use it later but office gave me in writing that LTC is considered utilised and money would not be given ofcourse.

    Can you please tell me if this is as per rules, really..!

    Hi Basavaraj,
    Air India certified that Ahmedabad to Hyderabad economy fare is Rs 13,500 where as an employee travelled from Ahmedabad to Jaipur in Economy and from New Delhi to Hyderabad in airindia economy both the journeys costing him Rs 10,000. Claims section restricted the claim proportionately on actually travelled fare basis i.e. TAP-14 (dynamic fare pricing of AirIndia) and paid Rs 5162/-. Is the action of the claims section correct?

          Sukhjinder-Whether your employer is Central Govt, State Govt or as you said FROM OTHER PLANT, it is YOU who has to check with employer. Central Government employee means you can ask anything and I can answer all your doubts. Check with your employer. For me all employer same. No such special status as you are CENTRAL GOVT EMPLOYEE.

My husbands uncle (my cousin father in law) is staying in rural village which is 40 km away from headquarter and we have to visit there frequently. Can I declare this village as home town?     Hello Sir

    My place of work is Delhi and my home town is in Dibrugarh(Assam). I m a central govt employee in 8700 grade.
    There is no direct Air India flight between Delhi to Dibrugarh. My office allowed flght from Delhi to Kolkatta and i have to change flight at Kolkata and from Kolkata to dibrugarh another flight.

    My query is that can break at Kolkatta for 3/4 days?

    For the block year 2010 to 2013 – In the extended duration i.e in 2014 is two LTC allowed – one for home town in Nov 2014 and other for All India in Dec 2014 ( for block year 2010 – 2013). Again for block year 2014 to 2017 – one in Oct 2015 for all India?

    I joined CG service on August 2015. My home place is near my HQ and so I suppose I am not eligible for HS LTC nor its conversion. On April 2014, I took my first LTC. Since I was already in service before the implementation of sixth pay commission, I was under the impression that I am not eligible for the additional LTC benefits to newly recruited CG employees. I thought I was availing the LTC for the block 2010-2013 under the grace period option. When I was planning for the LTC of 2014-17, I was told that my LTC will be considered under the scheme for newly recruited CG employees and that I did not avail any of it till my eligible period of 2013 and so the last one will be considered as belonging to the 2014-17 block ( since there is no grace period under the scheme for newly recruited CG Employees). So the so called additional LTC benefits turned out to be a punishment for me ( No LTC till 2017). Can the additional LTC benefits to newly recruited Central Government Employees be considered optional? Is there any other way out?

    Sir, I am a central excise inspector. I have put my claim for ltc but have not given separate prior intimation. I have mentioned on the EL application form that I ll be claiming ltc to delhi . now admin people are saying that claim can’t be sanctioned because prior intimation is not given. Is it not sufficient to put intended place of visit on EL form itself. Or there is any other clarification or case law with which I can claim my ltc. I have also given condonation letter. Thanks in advance ..

      Shweta-In my view prior approval of leave intending you want to avail LTC is just for their intimation. They can approve it NOW also. But they are doing it intentionally. Also, check the rule book of your employer.

    I am working in CRPF as Sub Inspector. I have not kept my family members at duty place / headquarter. I have applied for 4 years LTC for the block year 2014-2017 for me from duty place (Allahabad) to Ajmer and back and for family members from home Town (Sasaram) to Ajmer and back. The same has also been sanctioned by the H. O. O. Accordingly, I have submitted my LTC Claim. But, LTC bill is not preparing with the reason that my family members are not entitled from Home Town. Please intimate whether my family members are entitle for 4 years LTC from Hometown (SASARAM) yo visiting place (AJMER) or from duty place (ALLAHABAD) to visiting place (AJMER)., where they are residing at home town?

    Sir, me and my wife both are govt. employees. I surrender my LTC and medical facilities and same avail from my wife’s employer. my parents totally depends on us. My wife’s employer agreed that her parents in laws are totally depends on her and allow medical facilities to them but for LTC the wife’s employer said that there is no such rule that allow parents in laws for LTC. My wife not entitle her family I.e. her father and mother for benefit of LTC and medical facilities.
    Sir please clarify the rule and send/mail a copy of order to me. Can I submit it as a proof?

    Whether a Central Govt. employee residing in NER can avail LTC in NER (in lieu of Home town LTC). As in DOPT circular No. 31011/3/2014-Estt.(A-IV) dated 26.9.2014 it is clearly mentioned in para (iii) that non entitled govt. servants can travel by air between Kolkata/Guwahati and any place in NER.

        Thank you. Your answer has solved my problem too. I lost 4 boarding passes. I ll get certificate from Air India.
        But also I lost 4 Volvo (Haryana roadways) tickets from IGI airport New Delhi to Chandigarh for which no record of name is there because these were purchased at counter at the bus arrival. They do not record it. However some ticket nos. are recorded by me while typing claim form. In Haryana many denomination tickets are given for one ticket. I have some of these nos. How you advise?

            Dear Basavaraj, I had written to Air India to issue me duplicate pass or certificate etc in lieu of four lost boarding passes. They mailed me to contact reservation office. I contacted. They said me to contact any AI office. AI Chandigarh gave me flown status certificate which shows journey fro which sector to which with date and name of passenger. All four separately. This should be enough. But my Head of the Department (Ministry of Labour & E) did not accept it. What next? It’s too much. They have neither rejected claim and saying to produce passes and bus tickets Inspite of my having given undertaking. What’s the possible remedy?

    i am central govt. employee since feb 2013. I availed the LTC facility to J & K in june 2014 with my husband, daughter, father in law & mother in law. At the time of filing the form for undertaking the journey, i gave dependency certificate of my parents in law & the office had no issue about it. On coming back from journey when i submitted the ticket details, my office denied reimbursement of the ticket of my parents in law saying that they are not entitled to LTC. Now after 1 year office has asked me to deposit the excess amount in relation to my parents in law.
    Plz help.

          Journey for these non-entitled employees from their Headquarters up to
          Kolkata/ Guwahati/ Chennai/ Bhubaneswar / Delhi / Amritsar will have to be
          undertaken as per their entitlement.

      Rajkumar-If you booked the tickets online then you may get the same in historical transactions. Check with your employer regarding the SMS (I think it is hard to accept).

    I have taken LFA advance from ONGC in April 2014 and needs to settle the claim the Income Tax benifit before 31st March-2015. I however plan to go to US in June-2015.

    Sir,
    I am working in Indian Council for Medical Research (an autonomous body of Central Government). I wish to avail LTC home town. My ticket is for 9 PM on a friday evening and return is for 9 PM on Sunday evening and will reach Chennai, my work place, on Monday morning at 8 AM.

    If I take leave on Friday and MOnday, then would I be eligible for LTC home town, since LTC cannot be claimed when taken during closed holidays?

    employees from administration are very confused with rules and regulation as it is changing very frequently. For. example. previously beneficiary are allowed to travel only air India but later they allowed travel by private airlines on the basis of cost comparative advantage. now if the routes are connected by rail, they are not allowed to travel by air. that too only on accrual earned leave. why this much restriction sir?. if employee is working such far away distance, then he should be allowed to travel even by private ariline which is very much cheaper than air India.

I along with wife travelled from Delhi to Goa and back and my children travelled from Pune to Goa and back. Can i claim childrens ticket from Pune to Goa and back for LTA benefit with my family LTA claim.

      Thank you very much for previous reply.To be more clear on my previous question regarding minimum distance of one’s Hometown and headquarter what I want to ask is my office is at a place called Tarnaka in Hyderabad and a staff member’s residence is around 5 kms from office i.e at outskirts of Hyderabad .The individual wants to avail home town LTC for a distance of 5 kms for the sake of leave encashment .Can his LTC claim be entertained.

    Can one claim for ailtc in Dec 13 (17th Dec 13 to 21st Dec 13) when one had availed home town ltc from 21 june 13 to 26 june 13 for block year 10-13, school authorities in delhi adm are refusing saying you have claimed one so you cannot claim anot her. I think inone block year you can claim two. Time gap no bar .I shall be thankful for reply as I spent out of my pocket 2 lakh .it was with permission and then they back

    I traveled to Goa on 30th September’14 via flight and return back on 4th October. Took leaves on 30th and 1st October (2 days). 2 & 3rd October were holidays and 4 was saturday.

    Will I be eligible for LTC claim? I have not availed leave for 4 days but travel spanned over holidays thus making it for 4 days.

    I have not availed LTC for the block 2009-2013, according to the rules LTC can be carry forward for the first year of the next block year. What if I avail LTC on 25th Dec. 2014 and continue on LTC till the first week of next year, 2015. Does the rule permit so ?

        Mr Basav,

        As Mr Gaurav has joined Govt service in Oct 2011 so his LTC entitelment would start from 01Novemberr 2012 (1 year of service).

        For a new recruit in CG, His Block year would be different from others for the first Eight years of service.

        In case of Mr Gaurav
        first Block Year would be November 2012- October13
        Next Block Year November 13 – October 14 and so on

        He would be entitled for LTC every Block year for the first eight year of service.

    I had Applied for LTC against hometown conversion and proceeded to J&K on 29th May 2014 for the same,however due to some technical reasons sanction for the same was
    not given.Since I did not avail LTC in block year 2010-13( extended til 31st Dec 2014 as per rules), I applied for a revised all India LTC in place of Home Town conversion.My office now says that you can not claim the same after coming back from the journey and should have applied for the same before commencement of the journey.What do the rules say in this regard? I work in ESIC.

      Ram-You need to submit the actual expenses and pay back the rest of amount if necessary. Otherwise it will get adjusted against the 75% advance.

    I had joined in the Department on 09-08-2010, a fresh recruit. According to 6th pay commission I get three times home town ltc and forth occasion ltc any where india for a block of four years & upto 8 years for the first time. In this connection i would like to say that will I be eligible for availing ltc any where india in current year, i.e 2014 or not?

    according to me, the first home town ltc will be 2011 (after completion of one year)
    second will be 2012
    third will be 2013 & final & fourth occasion will be 2014 ltc anywhere india

    But office is not permitting me to avail any where india ltc. Kindly guide me Sir

        Our office is saying the reason as follows:

        The last block year was 2010-2013. I was entitled to go first home town ltc in the year 2011 (after completion of one year exactly, i.e. after Sep 2011) and second one in 2012, 3rd home town ltc was in 2013, block of four years was over. I lost my anywhere india ltc due to completion of block year and there is no carry-over of block or extension of block for new recruits.

        Current block of four years is 2014-2017, for the first three years home town ltc be available for me and last year (fourth occasion) i.e 2017 only i will be eligible to avail ltc anywhere india, said our office. There is no ruling like that. Can you please guide me in this matter which one I have to avail ltc in the current year.

          I have also the same case as mr. vasu h. My joining was in august 2010. As per the rules new recruits become eligible to take ltc after completion of one year so i was eligible to late ltc after august 2011. I have not taken ltc that year. I took my first home town ltc in december 12. Then i have converted a hometown ltc to j&k in december 13. so in all respect i have taken two hometown in the block 2010-2013. I agreed to laps a hometown as the new recruits can avail 3 hometown first in three years after being eligible. Now i wanted to take all india LTC in 2014 for the block 2010-13. shall i can avail this for the current year?

I intend to avail LTC 2014-2017 for self and dependent family members from New Delhi to Lakshadweep. I intend to travel by air N.Delhi – Cochin – N.Delhi as per my entitlement. However I intend to travel from Cochin to Lakshadweep by Ship being operated by SCI as per entitlement. Sir, I wanted to know from you – can I and family members travel by Helicopter between Lakshadweep and Cochin? Perhaps Pawan Hans are providing copter services between Cochin-Lakshadweep. Pl advice.     1. Can I avail LTC for my mother in law? She is fully dependent on me and residing with me. My office says I cannot avail LTC for her as there is no such rule. Pl clarify why it is not fitting in the rule.
    2. I want to avail LTC for the block 2014 to 2017. Can I avail that block in October 2014. I read that previous block 2010-2013 is extended till December 2014? I have already availed that LTC. Can I avail the current block 2014-2017 in October this year??
    3. I am planning to visit Jaipur and and return from Jodhpur. Is this permissible in LTC rule?

    Sir,

    i am a central govt employee (Grade Pay: 6600). i want to avail All India LTC from New Delhi to Kharagpur…..now the nearest airport to kharagpur is either kolkata airport (150 Kms) or Bhuwneshwar airport (600 kms).

    i want to go to kolkata by flight (02 days stay at kolkata)…kolkata to kharagpur by train (02 days stay)…..back from kharagpur to bhuwneshwar by train (03 days stay at bhuwneshwar) and bhuwneshwar to new delhi by flight ……

    flight charges under LTC for Delhi to kolkata is more than that of bhwneshwar to new delhi…….i will pay extra fare of train for kharagpur to bhuwneshwar

    please clarify : a) can i perform journey in breaks
    b) is it necessary to follow same route for return journey
    c) please suggest if any flaw in my plan

      Subodh-If you perform journey with break then each travel is considered as different LTC. There is no such rule to follow the same route while return. But you must abide by the rule that the distance must be shortest.

    Dear Sir,
    I’m employee of Bhakra Beas Management Board.
    I availed LTC During 2010-13 Block Year with my family
    I’m working at Hisar (Harayana) & Entitled to AC3
    I Start Journey from Ambala to Goa (Shirdi) & apply for claim.
    But my office has main two objection:
    1. That I can not break Journey.
    2. That claimed from Ambala to Goa is longest Route. So fare claim will be pass for Delhi to Goa & back Goa to Delhi only b’coz I did not travel Hisar to Delhi Shortest route.
    Now my point is that : I’ not claiming Hisar to Ambala fare (I used personal car). Also I’ll not Claim Ambala to Shirdi Train Fare due to journey break. Due to Ambala to Delhi train fare is less then Hisar to Delhi train fare, it is justified to actual travel by longest route is cheaper then shortest route. but my office(Accountant) is not agree with my point
    So your are requested to reply me what to do..?

      yes…but condition is you should not availed LTC in the extension period in the block 2010-11 i.e in 2012. If you haven’t, you can avail Home / All India LTC of 2010-13 (extension period upto Dec’2014) in 2014 & All India / Home Town LTC of 2014-15 block also in 2014.

    LTC block started from 1st January and I already encashed Ltc for 2014 and 2015 block and my employer increased ltc amount from Rs. 40 000 to Rs. 50 000 for a block with effect from 1st April 2014 Can I claim Rs. 10 000 as a hike price of Ltc and can enjoy for travel under rule. If yes please give me the rule.

    As block started from 1st January can Employer increase from 1st of April .

      Bhagban-Please read the maximum LTC available in any block is two times. So if you avail once again then for the entire block you can’t avail again.

      No. … as per LTC Rules, Non-entitled officers can not travel by Private Airlines. They can travel by Indian Airlines only and their claim will be restricted to shortest train fare in admissible class. You can travel by Private airlines only between Dehi & Jammu/Srinagar and Kolkata & NER.

      Narayanaswamy-There is no such thing that Individual LTC or Family LTC. Whether you traveled alone or with family is rest with you. Yes you can travel to same place irrespective of number of times you visited previously.

Whether I can avail Home town LTC or All India LTC for the block of 2014-17 in the same year of 2014. My Department says that if one LTC is availed in a year of 2 blocks, then the next one can take, whether extended or current , only after the 2 year block.

    Sir, I m posted in Central Govt. at New Delhi. I have applied for Delhi Goa LTC. Can I come back from Goa via Mumbai by breaking journey at Mumbai. If I take multi city ticket, the fare is almost equal to HLTC fare or little above.
    2and option: can I come from Goa to Mumbai, Mumbai to Chandigarh by air, Chandigarh to Delhi by train/ bus. Fare is little above Delhi Goa HLTC if I undertake circular journey.
    3rd options: Delhi Goa air, Goa Mumbai train, Mumbai Delhi air. Can I undertake it?

    When husband is an Air India employee and wife is central government employee. Husband is entitled for free passes every year and wife has not claimed ltc for life time till date. Can wife claim home town ltc for home town and visit north east before the extended period lapses. But wife has travelled to USA by availing husband’s free pass in this block of 2010-2013.

    Myself is a state goverment employee. As per policy I am entitled to recieve LTC once in four year. In the current Income tax slab ( 2010-2013), I had recived LTC once. While in said period I had cariied out 2 journeys. I had claimed exemption for one journey which I had taken in the 2012-13 return. I had recently carried out one more journey in Feb 2014.

    My Question is can I claim for more than one journey even if I am getting LFA only once in a block of four years? IF yes, then can i claim for journey taken in calander year 2014 for the block of 2010-13?

      Lalita-Your employer rule book claiming that you are entitled for a LTC per block (as you claimed). Now you already availed this benefit for block of 2010-13. So the journey you took in Feb 2014 will be available for claim 2014-17 block only. You can’t avail the 2014 travel to previous 2013 block LTC. Also according to rule two travels are allowed in a block year, but I don’t know how your employer fixed one LTC. Please confirm at your end about this too.

    first child DOB-12.03.1998
    Second child DOB-13.09.2000
    Third and Fourth child/Twins DOB-02.04.2007

      Chenpal-Please refer above point no.7, where I clearly mentioned that if kid’s birth date is prior to 1st October 1998 will be eligible. So second and third children are eligible to travel according to maximum limit of two kids. Your first kid is eligible based on the rule which I said. Hence all of the three kids are eligible to travel.

    I have joined central government organization in 2012. As per new LTC rules, can I claim anywhere in India LTC in the 1st year of the current block year i.e, in 2014 for block year 2014-17. is it necessary that anywhere in india ltc can only be claimed in the fourth year i.e, 2017. Please guide.

        Is there any other special scenario as per which I can claim LTC in 1st year of the block. Is there any other document where I can show them the rules. Please let me know.

          Moulshree-Yes you are right. But it seems to be specific to your department which differentiate between Home Town LTC and All India LTC, which not exists in general form.

    M in Punjab govt. and want to LTC this year but my DDO (passing authority) is asking for it.

    As per him he is not aware about the block year (2014-17).

      Narender-If the previous block is closing on 31st December 2013 then ask your passing authority when the next block starts? Is it from 2015? No right? I don’t know what prompting him to ask such questions.

      Rakesh-Are you commenting related to extension of LTC to next block? If so then until and unless you are within the above said rule then I don’t think you need to provide any suitable reasons. Because it is your for your benefit. If you travel then enjoy travel with tax benefit otherwise no.

    In Banks if both the husband & wife are employed in different organisations then both of them can avail LTC facility in their own terms . However as said by you in item no 10 above the reimbursement of fare under LTC cannot be made to both of them for the same journey. In other words if LTC to any where in India can be availed by the Husband for the entire family whose term for any where in India is 2007 to 2011.& LTC to anywhere in India can be availed by the Wife for the entire family whose term for anywhere in India is 2010 to 2013. Here u can observe that term for anywhere in India clashes in this case but both of them are entiled if they are travelled by different journey . eg If husband’s claim of journey for anywhere in India is ,for the journey from 26/07/2010 to 25/08/2010.And Wife;s claim of journey for any where in India is for the journey from 20/04/2013 to 05/05/2013 . Then both journeys can be paid by their respective employers, But I do not know what is the position in Govt and Autonomous and I want to know the details of Govt of India guidlines ( circular no with date ) in the matter.If this matter is not clear in any of the guidelines& I wanted to know the Govt Interpretation whether I can write/send e-mail directly to the Govt of India Department of personnel or through which web site i get clarification with relevant Govt circular no with date in this matter

      Jagadeesh-The above condition put specifically for those who claim LTC for the same journey. Doing so they may make a profit. To avoid such things, it is epcifically mentioned so. If the journey is in different dates any in India then both can be claimed. For further clarification you may contact CBDT.

      rajesh sawhney / sir I am central govt. employee and since 2010 onward i have not applied for ltc and presently posted in north eastern region. I would like to know that can i avail 4 year ltc 2010 – 2013 in jan 2014 . Further my home town is Delhi and my family is staying there. Can I take ltc for my self fm north east to delhi and fm there with my family to andman and nicobar and back. also suggest if rate of air india fare are higher than pakage tour offered by pvt agencies(including indian air lines fare) than can i bought package tour and is it refund able.

        Rajesh-Yes you can carry forward the LTC which you not availed for the period of 2010-13. Yes you can avail it on Jan 2014 which is the starting of next block of LTC period. Yes you can do so as you mentioned the travelling distance. Only travel cost will be reimbursed but not the packaged tour cost.

      Selva-Thanks. Yes you can do so. If you already filed income tax return through your employer (without claiming LTA) then you can revise it and submit the LTA.

      Regarding the point – You must be on earned/annual leave during the period of travel. So your travel during holidays will not be considered as LTC.

      How many leaves should we take. Can the same be combined with holidays?

    Hello sir,
    The Leave Travel Concession (LTC) & (LTA) is same concept means in some organization it spell as
    LTA claiming.
    I have querry reg,
    you have mention in point no.8.
    8) If you travel two times in a single year then you can claim both in the same year.
    & also you have mention that if a person claimed twice in a block then the remaining concession will be taxable income as per your slab.
    then my question is in Block of 4 year i.e ( 2010-13)if a person already claimed for 1st time in period between 2010-12 & if again he want to claim for the next in 2013 & as per your statement
    If you travel two times in a single year then you can claim both in the same year.then he eligible for any of one travel and another will be fully taxable is it right.

      Raj-Yes both LTC or LTA are same.Yes if one claimed within the period of 2010-12 then he can claim one more time in the year 2013. Yes for that particular year he can claim one travel and next one in next year. But he can travel in a single year. But claiming will be once in a year if it is beginning of block. For example for the block of 2010-13, if one travel two times in 2010 then he can claim one in 2010 and next in 2011. But if one travel two times in a year of 2011 then they can claim LTC for 2010 and 2011.

        For 2010-2013 we have two sub blocks of 2010-11 & 2012-13. Each sub block is extendable by one year. now for sub block 2010-11 , I have taken all india LTC in 2012 ( Extended year) Can I avail 2012-13 sub block in 2013 for Home LTC. Our accounts person says you cannot avail two LTC in one sub block i.e., 2012 & 2013.

          Amit-I don’t know about any sub-blocks within LTA blocks of a 4 years each. Keep in mind that you can avail two times in a block which I already mentioned above. If you already availed a LTC in the year of 2012 then you are eligible for availing one more within Dec 2013.

            I availed LTC all India and LTC for home town both in 2014 for the block year 2014-2017. As per your LTC rules and applicability , in Conditions to allow LTC it is clearly written in point (8) that “If you travel two times in a single year then you can claim both in the same year”. Can you please mention the Govt. rule, so that I can inform our office. Kindly reply.
